RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the Reassignment Review Committee in accordance with policies with the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF EXCEPTIONAL STUDENT EDUCATION SPECIAL PROGRAMS AND PROCEDURES DOCUMENT
Description
The district's Exceptional Student Education Special Policies and Procedures document was approved by the governing body for submission to the Florida Department of Education.  The school district shall implement the requirements of any statutes or State Board of Education rules affecting programs for exceptional students, during the effective dates of 2016-17 through 2018-19 school years.  The school district shall implement the requirements of Individuals with Disabilities Education Act and its implementing requirements of Section 300 of Title 34 of the Code of Federal Regulations.

Recommendation

That the Special Programs and Procedures, effective for the 2016-17 through 2018-19 school years, be approved as presented.

10. AMENDMENT TO AGREEMENT BETWEEN COMMUNITY REHAB ASSOCIATES, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR PHYSICAL/OCCUPATIONAL/SPEECH SERVICES
Description

This Amendment to an existing Agreement with Community Rehab Associates, Inc. is due to staff resignations and retirements in the area of speech language therapy resulting in an increase of contract services.

11. APPROVAL OF ARTICULATION AGREEMENT BETWEEN THE TAMPA BAY AREA REGIONAL CAREER PATHWAYS CONSORTIUM AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL
Description
An Articulation Agreement is a collaborative effort to provide a seamless articulation system for Tampa Bay Area high school and adult technical students to continue their education at the technical center and state college level. 

Recommendation
That the Articulation Agreement between the Tampa Bay Area Career Pathways Consortium and the School Board of Sarasota County, FL be approved as presented.

12. APPROVAL OF AFFILIATION AGREEMENT BETWEEN HARBOR CHASE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL
Description
The School Board desires to provide to its students a clinical learning experience through the application of knowledge and Clinical Skills in actual patient-centered situations in a health care facility; and Harbor Chase has agreed to make its facility available to School Board students enrolled in a Health Science program for such purposes.

13. APPROVAL OF CONTRACT BETWEEN THE CHARLOTTE COUNTY SCHOOL BOARD AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR ALLOCATION OF FUNDS BASED ON FTE NUMBERS
Description
As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between Charlotte County Public Schools and The School Board of Sarasota County, Florida allocates funds based on FTE numbers. These funds are to be used for expenses and supplies associated with the grant. The cost of this addendum is $9,794.48 and is allocated as part of the 2017-2018 FDLRS grant.

Recommendation
That the contract between Charlotte County Public Schools and The School Board of Sarasota County, Florida for the addendum of funds based on FTE numbers be approved as presented.

14. APPROVAL OF AGREEMENT BETWEEN ACHIEVE3000 AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA.
Description
The purpose of this agreement is to share data with Achieve3000 so they can develop student reports linked to Florida State Assessments.

Recommendation
That the agreement between Achieve3000 and the School Board of Sarasota County, Florida, be approved as presented.

15. APPROVAL OF AFFILIATION AGREEMENT BETWEEN MANOR CARE OF VENICE, FL AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL
Description
The School Board desires to provide appropriate clinical learning experiences to its students in its Health Science Program. The Center is engaged in the business of furnishing, sub-acute and long-term care services. School is a provider of education and requires its students to have experience under supervision of health care providers in actual clinical conditions. Center is willing to provide the School's students with an unpaid clinical educational experience in accordance with the terms of the Agreement.

Recommendation

MATERIALS MANAGEMENT

16. APPROVAL TO AWARD RFP#18-0133 FOR WORKPLACE UNIFORMS
Description
Proposals to provide 'Workplace Uniforms' were received from four vendors on February 14, 2018. The proposal of Aramark Uniforms Services was the best low proposal meeting the advertised specifications. This proposal is for a period of three years with an option to renew for two additional one-year periods. The funds for these purchases are contained in the operating budgets allocated to the departments.

Recommendation
That the proposal of Aramark Uniform Services to provide 'Workplace Uniforms' in an amount not to exceed $500,000.00, be approved as presented.

17. APPROVAL TO AWARD BID #18-0050 FOR MIDDLE AND HIGH SCHOOL PHYSICAL EDUCATION UNIFORMS
Description
Bids to provide 'Middle and High School Physical Education Uniforms' were received from six vendors on December 21, 2017. The bids of Ball & Shoe Sports Center; BSN Sports, Passon's Sports, & US Games; Gemini Apparel & Accessories, Inc.; It's Greek To Me; and Suncoast Print & Promotions, Inc., were the best low bid meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the internal accounts of the schools.

Recommendation
That the bids of Ball & Shoe Sports Center; BSN Sports, Passon's Sports, & US Games; Gemini Apparel & Accessories, Inc.; It's Greek To Me; and Suncoast Print & Promotions, Inc., to provide 'Middle and High School Physical Education Uniforms' in an amount not to exceed $75,000.00, be approved as presented.

18. APPROVAL TO AWARD BID #18-0400 FOR STC-ADVANCED NEONATAL SIMULATOR
Description
Bids to provide 'STC - Advanced Neonatal Simulator' were received from two vendors on February 28, 2018. The bid of Gaumard Scientific Co., Inc., was the best low bid meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a one-time purchase. The funds for these purchases are contained in the budget allocated to Suncoast Technical College.

Recommendation
That the bid of Gaumard Scientific Co., Inc., for 'STC - Advanced Neonatal Simulator' in an amount not to exceed $65,164.00, be approved as presented.

19. APPROVAL TO INCREASE THE PURCHASING LIMIT FOR THE APPROVED BIDS (SEE ATTACHMENT)
Description

20. APPROVAL TO PURCHASE MATERIALS OR SERVICES (PER ATTACHED LIST) THROUGH THE PIGGYBACK CONTRACTING FROM VENDORS UNDER CONTRACT WITH A FEDERAL, STATE OR MUNICIPAL GOVERNMENT THAT UTLILIZED A COMPETITIVE PROCESS OR A COOPERATIVE WITH A LEAD AGENCY
Description
Piggybacking is the post-award use of a contractual document or process that allows an entity that was not contemplated in the original procurement to purchase the same supplies, equipment or services through that original document or process. The School Board of Sarasota County Policy 7.70 Purchasing and Bidding allows for this process subject to the provisions of law. The funds for these purchases are contained in the budget allocated to the appropriate department and schools.

Recommendation
That the attached list of contracts for the anticipated purchase of materials and services, using the piggyback contracting process, be approved as presented.

21. APPROVAL TO INCREASE PURCHASING LIMIT FOR MATERIALS OR SERVICES (PER ATTACHED LIST) THROUGH PIGGYBACK CONTRACTING FROM VENDORS UNDER CONTRACT WITH A FEDERAL, STATE OR MUNICIPAL GOVERNMENT THAT UTILIZED A COMPETITIVE PROCESS
Description
The attached contracts were approved for use on August 15, 2017. This is a request to increase the dollar amount for the use of the attached contract. The funds for these purchases are contained in the budgets allocated to the appropriate departments and schools.

22. APPROVAL TO INCREASE LIMIT TO PURCHASE MATERIALS OR SERVICES (PER ATTACHED LIST) THAT ARE EXEMPT FROM THE BIDDING PROCESS
Description
The attached contracts were approved August 17, 2017. This request is to increase approved dollar amount for the use of the contract. The funds for these purchases are contained in the budget allocated to the appropriate departments and schools.

CONSTRUCTION

23. APPROVAL OF UPDATE #2 TO THE 2018 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description
The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County Schools' projects. These submissions are in accordance with School Board Policy #7.71. The initial list was Board approved on 1/9/2018 (Item #24). The newly added firms are identified in the enclosure at the end of the initial listing. Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.

Recommendation
That Update #2 to the 2018 Annual Certification of Professionals for Construction Related Services be approved as presented.

24. APPROVAL OF AMENDMENT #6 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES
Description
The scope of work for this amendment is to provide additional architectural, structural, civil and MEP design services for the new outdoor dining canopy and associated demolition.

Recommendation
That Amendment #6 to the Agreement dated March 1, 2016, with Harvard Jolly, Inc., for the Venice Middle School HVAC Renovation and Building Upgrades be approved as presented.

25. APPROVAL OF AMENDMENT #7 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES
Description
The scope of work for this amendment is to provide additional architectural, structural and MEP design services for changes made to the orchestra, vocal and band rooms.

26. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDERS
Description
The Construction Services' Change Orders are summarized on the enclosure for ease of review. These change orders collectively total an Increase of $128,447.76 in gross contract dollars.

27. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE OAK PARK SCHOOL OFFICE REMODEL
Description
All work has been completed. The final project costs have been internally audited and are enclosed in Final Contractor's Application and Certificate for Payment No. Two (2). The Director of Construction Services Department has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the final payment to contractor be approved as presented.

New Business
28. APPROVAL/DENIAL OF THE CHARTER RENEWAL APPLICATION FOR SARASOTA ACADEMY OF THE ARTS
Description

The charter for Sarasota Academy of the Arts expires on June 30, 2018. Pursuant to F.S. 1002.33(8) the School Board must notify the school 90 days prior to the end of the contract if, due to statutory reasons, the charter will not be renewed. The school and district staff have provided the Board with data and comments related to the school's application at the February 20, 2018 Board Work Session. If the renewal application is approved, a new charter will be negotiated and brought to the Board for approval.



Recommendation
That the charter renewal application for Sarasota Academy of the Arts be approved/denied.

29. APPROVAL OF THE RELEASE OF THE SUPERINTENDENT'S PROPOSED 2018-2019 BUDGET
Description
During the March 22, 2018 School Board Work Session, the Superintendent and Chief Financial Officer reviewed the proposed 2018-2019 budget updated for results of operations in the current fiscal year and incorporating the recommended additional/converted positions discussed during the February 20, 2018 School Board Work Session.

Recommendation
That the Superintendent's proposed 2018-2019 budget be released to schools and departments to begin the budget review and staffing process.
